Msukaligwa Municipality Introduces “Payday System” to Improve Workforce Efficiency

The Msukaligwa Local Municipality has officially launched a new workforce management tool known as the “Payday System,” which aims to streamline timekeeping and enhance service delivery across all departments.

This digitally integrated system replaces manual methods to regulate and track working hours for both internal and external municipal employees. In doing so, it addresses longstanding challenges such as absenteeism, late arrivals, and the management of overtime.

To ensure a seamless rollout, the municipality began pilot-phase training sessions in early May. During this period, employees received hands-on support and guidance to familiarize themselves with the system and troubleshoot any technical issues.

A key feature of the Payday System is its resilience during power outages: it operates on its own power source, remaining fully functional even during load-shedding. Employees are required to clock in and out using either biometric verification or a smart card with a registered barcode, ensuring accurate records of attendance.

While the system significantly improves tracking capabilities, municipal officials noted that its effectiveness in preventing unauthorised access or trespassing remains to be fully assessed.

Effective June 2025, the Payday System will become a permanent part of the municipality’s operations. By embracing this technology, Msukaligwa aims to improve transparency, efficiency, and employee satisfaction across its workforce.

The municipality indicated that further improvements may be made as the system evolves, guided by user feedback, to enhance workforce management and strengthen public service delivery.
